摘要：首先论述了欧盟FLEGT发展历程和最新进展,认为木材法案的实施将对向欧盟出口木材及产品的出口国和生产国的相关产业、市场和竞争力产生重大影响;其次,分析了FLEGT进程对多功能林业发展的正反两方面的影响：短期内,FLEGT与木材法案会造成市场准入障碍、减少林产品国际贸易量,直接影响森林经营经济价值的实现;长远看,FLEGT及木材法案作为重要的森林管理措施和贸易环境要素,对于促进全球森林资源保护、生态环境改善、林业经济效益与社会效益及文化价值的实现、林产品国际贸易正常秩序的维护都将起着重要的积极作用。最后,探讨了FLEGT进程对中国的启示,对于促进世界特别是中国多功能林业可持续发展和维持林产品国际贸易正常秩序非常重要。
Firstly,the process and the latest progress of EU Forest Law Enforcement Governance and Trade（FLEGT） action plan,which aimed at combating illegal timber trade,are discussed and the implementation of EU timber regulations would impact on export countries that export timber and wood products to EU and relevant industries,markets and competitiveness of producing countries significantly.And then,the positive and negative impacts on development of multifunctional forestry of FLEGT timber regulations are analyzed,and it is summarized that the FLEGT action plan and timber regulations would result in market access barriers and reducing international trade of forest products,and impact on the realization of forest economic value and forest sustainable management and use directly.In the long term,as an essential factor of forest management and trades,FLECT action plan and timber regulations would give a positive impact on promoting forest resources protection,improving ecological environment,achieving forestry economic and social benefits and culture values and maintaining normal order of international forest products trade.At last,the implications of FLEGT process to China＇s forest products foreign trades and multifunctional forestry development,which would have significance to drive global multifunctional forestry sustainable development especially for China and maintain normal order of international forest products trade are discussed in this paper.
