摘要:通过构造产出导向、径向的DEA窗口模型,对2003~2014年重点国有林区森工企业在横截面和时间序列上都具有可比性的单属性综合技术效率指数TE1与多属性综合技术效率指数TE2进行评估。根据评估结果,得出5个结论:⑴森工企业两种综合技术效率指数偏低;⑵森工企业单属性综合技术效率指数明显低于多属性综合技术效率指数;⑶森工企业综合效率指数偏低的主要原因是纯技术效率指数偏低;⑷森工企业之间的综合技术效率指数差异较大;⑸多数森工企业处于规模报酬递减阶段。最后,对这些结论的政策含义进行了探讨。
By constructing the output oriented and radial DEA window model,this paper evaluates technical efficiency of national forest enterprises in key state-owned forest district which can be compared in the cross-section and time series during the period from 2003 to 2014. The technical efficiency indexes are the single-attribute comprehensive technical efficiency index( TE1) and the multi-attribute comprehensive technical efficiency index( TE2). The main conclusions which are obtained by the measured results are as follows. Firstly,both of TE1 and TE2are slow. Secondly,TE1 is lower than TE2. Thirdly,the comprehensive technical inefficiency of forest enterprises is mainly due to low pure technical efficiency. Fourthly,the technical efficiency indexes between forest enterprises are quite different. Fifthly,most forest enterprises are in the decreasing return to scale. Finally,this paper discusses the policy implications of these conclusions.
