摘要：建立国家公园体制是党的十八届三中全会提出的重点改革任务之一。如何阐明生态资源资产定价机制是推动国家公园可持续管理急需解决的科学问题。文章阐述了国家公园生态资源资产内涵及定价理论,并从供求、市场、政策等方面探讨了影响生态资源资产定价的因素,讨论了生态资源资产定价方法及其适用性、优劣度,分析了国家公园生态资源资产定价的主客体,最后提出了完善国家公园生态资源资产定价机制的对策建议,以期为建立国家公园生态资源有偿使用制度、生态补偿制度、损害责任追究制度提供科学依据。
The establishment of the national park system is one of the key reform tasks proposed by the Third Plenary Session of the 18 th CPC Central Committee. How to clarify the ecological resource asset pricing mechanism is a scientific problem that urgently needs to be solved to promote the sustainable management of national parks. This paper expounded the connotation and pricing theory of national park ecological resources assets, and discussed the factors affecting the pricing of ecological resources assets from the aspects of supply and demand, market and policy,discussed the methods of ecological resource asset pricing and its applicability, advantages and disadvantages, and analyzed the subject and object of the national park ecological resource asset pricing, and finally put forward the countermeasures and suggestions for improving the national park ecological resource asset pricing mechanism, in order to provide a scientific basis for the establishment of the national park ecological resources paid use system, ecological compensation system, and accountability system.
