摘要：基本科研业务费是优化中央财政科技投入结构的五类投入之一,为中央级公益性科研院所提供了自主管理的财政稳定支持经费。在中央财政科技计划管理改革的大背景下,国家财政加大了基本科研业务费的投入。在此承前启后的时期,本文回顾了2007-2015年度中国林业科学研究院本级基本科研业务费组织管理实践情况以及取得的重要成效,总结了专项管理的存在问题,探讨进一步改进专项管理的有效途径,并提出一些建议。
Fundamental Research Funds is one of the five investments for optimizing the structure of central financial investment in science and technology,and provides stable self-managed financial funds for central public research institutes. At the background of the reform of the central government's science and technology program,the financial input of Fundamental Research Funds was increased. The paper reviewed the effect and management of Fundamental Research Funds in Chinese Academy of Forestry( CAF) from 2007 to 2015,summarizes the problems in funds management,and then put forward some approaches and suggestions to improve the management.
