摘要：适应性治理是一个适应的、学习的、调整的动态过程,在国外被广泛推广和实践于自然保护地及自然资源的管理。钱江源国家公园体制试点自然资源丰富,区域生态特征明显,目前正处于建设阶段,还面临诸多自然和社会环境的不确定性和复杂性,无法保障自然资源管理的效果。如何更好地保护和开发利用其自然资源,提高自然资源管理的成效,本文提出钱江源国家公园体制试点自然资源的适应性治理思路。其通过利用多元主体的共同参与和权力分享,促进不同群体、不同知识系统的集成,追求决策目标的动态性、管理过程的公开和管理体制的弹性,重视分析并降低自然和社会因素的不确定性,从而增强钱江源国家公园体制试点的社会-生态系统的弹性,促进人与自然资源的协调发展。
Adaptive governance has been widely promoted and practiced in natural conservation and natural resources management abroad.It is a dynamic process of adaptation,learning and adjustment,which emphasizes the joint participation and power sharing of multiple stakeholders.Through the integration of different groups,different knowledge systems,it pursues the dynamic decision-making objectives,the openness of the management process and the flexibility of the management system,thereby reducing the uncertainty of natural and social factors,enhancing the flexibility of the social-ecological system,and promoting the coordinated development of human and natural resources.The pilot area of Qianjiangyuan National Park is still in the initial stage,facing with high uncertainty of natural and social environment,which leads to difficulties in natural resources management.The paper puts forward to the idea of the adaptive governance for natural resources,given of the current situation.However,the future still needs constant theoretical research and practical exploration in order to promote the adaptive management of natural resources in China’s national parks.
