摘要：国外私有林的经营管理已有上百年的历史,其林地私有化后曾面临着森林资源与生态破环的困境,目前已经形成了比较成熟的私有林生态保护政策体系。分析国外私有林生态保护政策类型、具体的政策手段和政策特点,最后提出国外私有林生态保护政策对我国集体林权改革背景下生态保护政策优化与创新的几点启示。
Foreign private forest management has more than one hundred years history. The privatization of their woodland was faced with the plight of the forest resources and ecological distroy. However, at present, there are formed a more mature private forest ecologi- cal protection policy system. This article focuses on inductive analysis of the foreign private forest ecological protection policy type, specific policy instruments and policy characteristics and concludes with the enlightenment of the optimization and innovation of the eco- logical protection policy under China＇ s collective forest rights reform.
