摘要:践行大食物观是新时代国家保障粮食与食物安全、满足人民多样化食物需求、构建多元化食物供给体系的重要战略理念。林下经济是一种以可持续发展为理念、以复合经营为原则、以产出各类森林食品为目标的产业发展模式,发展林下经济有助于满足公众多元化的食品需求,可以在践行大食物观中发挥重要作用。文中从经营理念、经营地域、产品类型和产业形态4个方面阐释了林下经济的时代内涵,从关注范围、关注领域、生产空间和生产方式4个方面诠释了大食物观的科学内涵,指出了林下经济发展与践行大食物观可以通过理念耦合、资源耦合、目标耦合、结构耦合实现相互促进和协同发展;提出了完善林下经济支撑体系、拓宽食物来源渠道,加强林下产品技术体系、提升食物品质水平,构建林下产品市场体系、提高食物供给能力,转变林下经济发展理念、有效保障食物安全的林下经济发展与践行大食物观协同路径,以期促进林下经济高质量发展,积极践行大食物观,从而满足人民对美好生活的需要,实现健康中国和粮食安全战略。
All-encompassing approach to food is an important strategic concept for China to ensure food security,meet the diverse food needs of the people,and build a diversified food supply system in the new era.The non-timber forest-based economy is an industrial development mode that takes sustainable development as its concept,compound management as its principle,and the production of various types of forest food as its goal.The paper explains the connotation of non-timber forest-based economy from the four aspects of management concept,management region,type of product,and industrial form,and elaborates on the scientific connotation of the concept of all-encompassing approach to food in terms of production mode,production space,scope of concern,and areas of concern.It points out that the development of non-timber forest-based economy and the practice of all-encompassing approach to food can achieve mutual promotion and coordinated development through concept coupling,resource coupling,goal coupling,and structural coupling.The collaborative paths to promoting both non-timber forest-based economy and all-encompassing approach to food are proposed to promote the high-quality development of non-timber forest-based economy,practice the all-encompassing approach to food,and meet the needs of the people for a better life and achieves a healthy China and food security strategy,which includes improving the support system for non-timber forest-based economy to expand food sources,strengthening the technology system for non-timber forest-based products to improve food quality,constructing a market system for non-timber forest-based products to improve food supply capacity,and transforming the concept of development for non-timber forest-based economy development to effectively ensure food security.
