摘要：通过对澳大利亚森林保险工作的实地调查,研究其运行机制,总结经验,对我国森林保险工作提出建议。研究发现,澳大利亚保险制度健全;私有林主进行充分的成本——效益核算后自主决定是否参保;保额根据不同立地条件的立木价值确定;协会组织参与保险条款制定和森林灾后评估。建议我国商品林按立木价值确定保额;针对不同区域实行差别费率;发挥市场在森林保险中的作用,加强森林保险业监管及组织建设。
Through the field investigation of Australia forest insurance, it studies its operating mechanism, summarizing the experience, and putting forward some suggestions on the work of forest insurance in China. It indicates that improve the insurance system in Australia; private forest owners decide whether the insured base on full cost-benefit accounting independently,to determine the insured amount according to different site conditions of stumpage value; associations participating in the established insurance terms and forest disaster assessment. It recommends to determine the sum insured of business forest according to the stumpage value,implementing differential rates for different regions,playing market the role in the forest insurance and strengthen the forest insurance supervision and organization construction.
