摘要：生态产品价值实现通过释放生态红利变生态优势为经济优势,是促进集体林区生态与经济协同发展的重要途径。文中在厘清集体林权制度改革与生态产品价值实现的逻辑关系后,以新制度经济学相关理论构建分析框架,探究两者间的作用机理,并基于案例分析法归纳出集体林权制度改革背景下森林生态产品价值实现的实践路径。研究发现:集体林权制度改革与生态产品价值实现两者相互促进,协同推动集体林业高质量发展;生态产品价值实现通过改变要素和产品相对价格、推动技术进步、扩大市场规模等制度变迁需求端,以及影响上层决策者净利益、降低制度变迁成本、影响规范性行为准则等制度变迁供给端,推动集体林权制度改革深化发展;集体林权制度改革通过明晰产权等制度保障,使森林生态产品的价值得以实现,包括生态资源开发、资源产权流转、生态金融创新和生态权益交易4种实践路径和11种具体模式。为破解新时期集体林权制度改革难题并推动集体林区生态产品价值实现,提出优化顶层设计、推进科技赋能、创新金融产品和发展生态产业的政策建议。
Realizing the value of ecological products is an important way to promote the coordinated ecological and economic development in collective forest areas by transforming ecological advantage to economic advantage via releasing ecological dividend.After clarifying the logical relationship between the reform of collective forest tenure system and the realization of the value of ecological products,this paper constructs an analysis framework based on the relevant theories of new institutional economics to explore the action mechanism between the two,and concludes the practical path to the value realization of forest ecological products under the background of the reform of collective forest tenure system based on the method of case study.The results show that the reform of collective forest tenure system and the realization of ecological product value interact to jointly promote the high-quality development of collective forestry.The realization of the value of ecological products deepens the reform and development of the collective forest tenure system by changing the demand side for institutional change such as changing the factors and the relative prices of products,promoting technological progress,expanding the market scale,as well as the supply side such as affecting the net interest of the upper decision-makers,reducing the cost of institutional changes,affecting the normative code of conduct.The reform of collective forest tenure system can realize the value of forest ecological products by clarifying the institutional assurance systems for such as property rights,including 4 practical paths and 11 specific models of ecological resource development,resource rights transfer,ecological financial innovation and ecological benefits trading.In order to solve the problems arising in the reform of collective forest tenure system and promote the realization of the value of ecological products in collective forest areas,this paper puts forward policy recommendations,i.e.,optimizing the top-level design,promoting sci-tech empowerment,innovating financial products and developing ecological industries.
