摘要：文中从“森林资源—碳市场—社会经济”系统视角审视森林资源子系统、碳市场子系统、社会经济子系统三者之间的相互作用关系,以此探究林业碳汇价值实现路径及影响因素;结合现阶段中国碳汇交易与碳市场发展的特点,指出目前林业碳汇价值实现面临林业碳汇产权界定不清晰、碳汇项目开展门槛过高等“森林资源—碳市场—社会经济”系统循环关键堵点,以及内在驱动力、政府扶持和资金不足等“森林资源—碳市场—社会经济”系统运行保障体系不完善等问题;在剖析困境成因的基础上,提出了政府应着力疏通“森林资源—碳市场—社会经济”系统循环关键堵点、持续发掘林业碳汇项目发展内在驱动力、为林业碳汇交易市场注入活力、加强政策扶持力度、健全林业碳汇价值实现系统保障机制等建议。
With the impending reactivation of the CCER,how to seize the chance to give play to the ecological,social and economic values of forest carbon will be crucial for achieving the “carbon neutrality”goal.This paper examines the interactions between subsystems of forest resources,carbon market and socioeconomic development,in order to explore the path to realizing the value of forest carbon and its influencing factors.In view of the characteristics of current carbon credit trading and carbon market development in China,it is pointed out that the value realization of forest carbon is constrained by the key blockages in the cycle of “forests-carbon market-socioeconomics” system,such as ambiguous property rights and high thresholds for project application as well as by the insufficient support for the system operation including insufficient internal driving force,insufficient government support and funding shortage.Based on the analysis,this paper proposes that the government should make efforts to unblock the key blockages in the cycle of the “forests-carbon market-socioeconomics” system,continuously unleash the intrinsic driving force for the development of forest carbon projects,invigorate the trading market,strengthen policy support,and improve the guarantee mechanism for realizing the value of forestry carbon.
