摘要：中共中央、国务院印发的《国有林场改革方案》《国有林区改革指导意见》中明确了加强科学森林经营的重要性。随着改革进程的推进,从国家层面到地方层面,将逐步理顺与完善林业经营管理的相关政策和制度,增加资金支持,森林经营迎来了新的机遇和转折点。文章概括性地分析了国有林场改革形势下森林经营的有利条件,现代森林可持续经营与我国传统经营的区别,提出提高现代森林经营主要包括经营方案编制、资源监测、经营技术方面的制约因素,提出的对策建议为森林经营管理决策者和具体实施者提供参考。
The significance of forest management is emphasized in＂State-owned Forest Farms Reform Scheme＂and＂State-owned Forest Region Reform Guidance＂issued by the CCCPC and the State Council. The related policies and systems of forest management will be gradually improved from the national to the local level, with the advancement of the reform process, as well as increasing financial support. Forest management is ushering new opportunities and turning point. The paper general analyzed the favorable conditions for forest management under stateowned forest farms reform, the difference between modern sustainable forest management and our traditional operations, and the constraints to improve forest management about aspects of forest management plan, resource monitoring, management techniques. At last, proposed the corresponding suggestions for the forest management decisionmakers and specific actors.
