摘要：为研究不同利益相关主体对生猪产业支持政策评价的差异性,在对养猪场户、政府人员和第三方进行问卷和访谈调研的基础上,运用列联表和评价指数方法对生猪产业支持政策评价的主体差异性进行实证研究。结果表明:政府人员对生猪产业支持政策的认知程度和实施效果评价均高于养猪场户;不同主体对不同生猪产业支持政策实施效果评价的差异程度不同;地方财政困难在一定程度上阻碍了生猪产业支持政策的有效实施;第三方对生猪产业支持政策的评价具有相对客观性。在此基础上提出若干政策建议。
In order to study the difference degrees of evaluation among stakeholders for support policy in pig industry, based on questionnaires and interviews with pig farm owners, government officials and the third-party, in this empirical research, the method of contingency tables and evaluation index was used to study the different evaluation for the support policy in pig industry among subjects. It comes to the conclusions that firstly, the awareness level and the evaluation for implementation effect of the support policies in pig industry from government personnel are higher than that of the pig farm owners＇, secondly, the difference degrees of the evaluation for different policy implementation effect differ among subjects, thirdly, due to local financial difficulties, to some extent, the pig industry support policy is hindered from being implemented effectively,and fourthly, the third-party has a relative objectiveness on evaluating support policy in pig industry. On such basis,policy recommendations are made in this study.
