摘要：在国家构建“双循环”新发展格局的宏观背景下,探索林业经济的高质量发展路径具有重要的理论与现实意义。文中运用扎根理论方法对53份政策文本进行编码分析,尝试构建林业经济发展的核心驱动模型。研究发现:产业链升级、创新链驱动、人才链支撑、资金链贯通等要素的自我循环与策略性互动,构成了林业经济发展的核心动力架构。其中,林业产业链的横向拓宽与纵向延伸是提升产业竞争力的基础与核心;资金链、创新链与人才链并行推动林业产业链发展,“四链”协同是推动林业经济深度融入“双循环”格局、最终实现高质量发展的关键。在此基础上,提出实施创新驱动型林业发展战略、增强林产品有效供给、以新质生产力赋能“双循环”发展等建议,以期为相关政策制定与产业实践提供借鉴。
Under China's effort to build a new“dual-circulation”paradigm,exploring a high-quality development path for the forestry economy is of great theoretical and practical significance.This paper employs the grounded theory approach to code and analyze 53 policy texts,seeking to construct a core driving model for forestry economic development within the“dual-circulation”framework.The study reveals that the endogenous circulation and strategic interplay among key elements—including industrial chain upgrading,innovation chain drive,talent chain support,and capital chain circulation—constitute the core dynamic framework for the“dual-circulation”development of the forestry economy.The horizontal expansion and vertical extension of the forestry industry chain constitute the foundational core for enhancing industrial competitiveness.Concurrently,the capital,innovation,and talent chains serve as parallel drivers for its development.This synergistic interaction of the four chains is pivotal for deepening the forestry economy's integration into the“dual-circulation”paradigm and achieving high-quality development.Accordingly,it is proposed to implement an innovation-driven forestry development strategy,enhance the effective supply of forest products,and empower the“dual-circulation”development with new quality productive forces.These recommendations aim to provide insights for relevant policy-making and industrial practices.
