摘要：菲律宾“国家造林计划”是世界十大重点生态工程之一。为了遏制森林破坏,恢复退化的热带林和红树林,改善生态状况,提供就业机会,促进乡村发展,菲律宾于1987年启动“国家造林计划(NFP)”。该计划到2010年完成造林202.6万hm^(2)。为加大生态建设力度,2011年又开展了二期的“国家绿化计划(NGP)”(2011-2022年),计划造林270万hm^(2),而2011-2020年实际完成造林200多万hm^(2)。“国家造林计划”和随后的“国家绿化计划”总目标为造林510万hm^(2)(去除重叠部分),到2020年底实际完成造林410万hm^(2)。在计划实施中,采取了促进人工造林、加强社区森林管理、坚持高层推动、完善规划和政策等多项措施,在生态、经济和社会方面都取得了良好成效。菲律宾“国家造林计划”对我国的主要政策启示包括谋划新的工程、实行依法治理、坚持共建共享、强化科技支撑、重视宣传发动。
The National Forestation Program(NFP)of the Philippines is one of the top ten ecological projects in the world.With a view to curbing deforestation,restoring degraded tropical forests and mangroves,improving ecological conditions,creating employment opportunities and supporting rural development,the Philippines began to implement the NFP in 1986.By 2010,2.026 million hectares of forests have been established through the NFP.In order to further accelerate the pace of afforestation,the Philippines launched and implemented National Greening Program(NGP)(2011-2022)in 2011,and the afforestation area was planned to be 2.7 million hectares while more than 2 million ha of forest have been established in 2011-2020.The NFP and the NGP are expected to afforest 5.1 million hectares in total(removing the overlap),and 4.1million hectares have been actually completed by the end of 2020.During the implementation,the programs have taken multiple measures to promote artificial afforestation,strengthen community forest management,adhere to high-level promotion and improve planning and policies,and achieved good ecological,economic and social benefits.The Philippine NFP could provides policy enlightenment for China,including new projects design and planning,law-based governance,synergy building and sharing,stronger scientific and technological support,and more attention to publicity and mobilization.
