摘要：在总结分析我国集体林权制度改革的发展历程、取得的主要成绩和存在问题的基础上,以马克思主义的人民立场谋划我国集体林权制度深化改革,体现"以人民为中心"的改革理念,以马克思产权理论指导集体林权制度深化改革。提出了深化中国集体林权制度改革要坚持以马克思产权理论为指导,探索和推行集体林地三权分置;创新驱动林业产业转型升级,促进林农增收致富;大力发展林业金融服务体系,为深化林权改革提供保障;落实林业发展和精准扶贫责任制,推行森林保护问责机制等对策。
The author summarizes and analyzes the main achievements in the development process, the reform of China's collective forest right system and the existing problems, thinks to people with Marx's position of Plan China's collective forest right system reform, embodies the 'people centered' idea of reform, to guide collective property rights theory of Marx the forest right system reform. Accordingly, put forward 5 points of deepening the reform of collective forest right system China countermeasures: adhere to the Marx property rights theory, explore and implement the right of collective forest land three division; innovation driven transformation and upgrading of forestry industry, promote farmers to get rich; the comprehensive planning compilation of land and space to resolve the protection and exploitation of forest development contradiction; forestry financial service system, to provide protection for the deepening of the reform of forest rights; the implementation of forestry development and poverty alleviation precise responsibility system, the implementation of forest protection accountability mechanism.
