摘要:在湿地屡遭威胁的情况下,需要加强湿地保护力度和提高湿地保护效率。湿地生态补偿作为一种利益调节机制,已经成为保护湿地的重要手段。只有构建起适宜的湿地生态补偿机制,才能确保北京市的湿地得到有效保护。通过对北京市典型湿地区域的实地走访和调研,对现行湿地保护政策和法规的解读,以及对北京市湿地保护现状的解析,分析了北京市开展湿地生态补偿的必要性和可行性,明晰了北京市构建湿地生态补偿机制的基本条件和迫切需要解决的问题,明确了北京市构建湿地生态补偿机制的注意事项,以期为北京市建立湿地生态补偿机制提供理论参考。
Under the frequent threats to the wetlands, it is necessary to strengthen as well as improve the efficiency of protection of the wetlands. As a benefit adjustment mechanism, wetland ecological compensation has become an important means in protection of the wetlands. In order to ensure the effective protection of the wetlands in Beijing, an appropriate ecological compensation mechanism must be established. Through the visits and surveys in typical wetlands in Beijing, the interpretation of current protection policies and regulations for the wetlands, as well as the analysis of the status of current protection of the wetlands, we parsed the necessity and feasibility of carrying out the wetland ecological compensation. Moreover, we expounded the basic conditions and urgent problems of constructing wetland ecological compensation mechanism in Beijing. Finally, we clarified the precautions for constructing the wetland ecological compensation mechanism in Beijing.This study is expected to provide a theoretical reference for Beijing government to establish the wetland ecological compensation mechanism.
