摘要：新一轮集体林权制度改革在全国相继展开。尝试运用制度经济学理论探析改革成效,并得出改革结果与制度预期目标不一致的结论,主要表现为国家对采伐限额、生态效益补偿等制度的有效供给不足。接下从制度本身、交易费用、国家的双重身份、传统的林业体制等不同的维度指出制度供给不足的原因,最后提出了完善配套改革的相关建议。
A new aroud of collective forest property rights institution reform has taken place all over the country gradually. We arrive at a conclusion that the objective expectancy and reformation result is not the same. Then we explain why the reform have no obvious effect by the institutional economics theory, that is lack of institution supply, such as cutting quotas, ecological efficiency compensation and forestry taxation. At last, it points out why the country supply institution insufficiently from several respects, gives some suggestion improving the supporting reform.
