摘要：讨论了退耕还林 (草 )的含义 ,分析了工程实施的理论基础和现实基础 ,提出了退耕还林 (草 )工程应坚持生态与经济兼顾发展的目标。
The concept of converting the land for forestry was discussed. The theoretical and actual base of the replacing was analyzed. The new target that consideration both ecological construction and economical development was brought forward.
