摘要：目前我国正在深化集体林权制度改革,这是一项艰苦细致的工作,其核心问题是林权问题。林权管理的复杂性决定了林权信息管理是一项系统工程,从林权外业勘界确权、林权证登记发放管理到后续的林权交易等业务,需要各个部门的通力合作和协同管理。通过对当前林权管理过程的分析,阐述了协同理论应用于林权管理的必要性和林权信息管理协同内涵,并从林权管理的组织机构和业务流程上分析了林权信息管理的协同性,明确了各部门在林权管理过程中的协同关系。将协同理论应用于林权信息管理,对于提高林权信息管理的效率和科学性具有重要意义,为实现林权信息协同管理打下基础。
At present,our country is deepening its reformation of the collective forest land ownership.The reformation is a painstaking work,and its core problem focuses on forest right.The complexity of the management of the forest land ownership decides that the management of forest land ownership information is a systematic engineering.From the ownership of forest land survey in field,to the forest land ownership certificate registration and to the transactions and business of the ownership of forest land,it is necessary for all government sectors to cooperate whole heartedly and to adminster cooperatively in forest right management.An analysis on current management process of the ownership of the forest land has been made,and the necessity of the cooperative management theory applied to the ownership of forest land and the contents of the coordination of ownership information of forest land have been described.Analysis on the collaboration of the ownership information management of forest land from management organization and the business process.The relationships of the departments in the management of the ownership of forest land process have been defined.The collaboration theory being applied to the information management of the ownership of forest land has a significance,and will raise the efficiency of the information management and scientific of the ownership of forest land,and lay the foundation for the cooperative information management of the ownership of forest land.
