摘要：林业具有生态、经济和社会等多重效益,林地、林木资源是绿色发展的优势和潜力所在,在扶贫中具有独特作用。文章以湖南和湖北两省为研究区域,总结借助生态护林员政策和发展林业产业促进林业精准扶贫精准脱贫的典型做法和成功经验,林业产业政策向贫困户倾斜、合作社带动贫困户脱贫模式创新、购买保险为生态护林员提供安全保障、规范生态护林员管理办法是当地促进林业精准扶贫精准脱贫的重要举措,分析了两省林业扶贫工作存在精准程度不够、林业产业化程度低、生态护林员选聘和管理不规范等问题。针对林业扶贫政策的实施和改善提出建议。
Forestry has ecological, economic and social benefits, and the advantages and potentials for green development, which has unique role in targeted poverty alleviation.This paper took eco-forests guards selection and forestry industry improvement inforestry targeted poverty alleviation in Hunan and Hubei Province as the examples to analyze the typical practices, successful experiences, anti-poverty effects and existing problems. The research results showed that forestry industrial policy inclined to the poor, cooperative mode innovation, insurance for eco-forest guard, standardization of ecological forest management measures provided important reference for poverty alleviation. At the same time, the study also found that the forestry targeted poverty alleviation was also facing problems of low accuracy of anti-poverty project, low forestry industrialization, irregularity in selecting and managing of ecological forest guard, etc. Based on these issues, the paper provided several pieces of advice to improve.
