摘要：国有林场改革是继集体林权制度后的又一项林业重大改革。作为第一家全省实施的国有林场试点改革地区,江西省通过改革取得了森林质量提高、林业产业增效、林场整合有序推进、社会职能逐步剥离、富余职工获得妥善安置、危旧房改造顺利开展的成绩。然而依然面临着制度缺陷、改革进度迥异、新老问题涌现、相关利益主体权责利不对等的瓶颈和问题。为此,江西国有林场改革要在改革顶层设计、事业编制核定、林场整合重组、基础设施建设、经营机制、用人机制完善、社会保障完善、人才资源建设和科学森林经营9个方面再下功夫。
Reforming on the state-owned forest farms is another major reform of the forestry after reforming on collective forest right. As the first pilot, Jiangxi promoted the reform throughout the province. Through reform, Jiangxi has achieved many results including quality of forest being improvement, forestry industry being efficiency, Forest Farm being orderly integration, social functions being stripping gradually, staff being proper relocated, old and dilapidated buildings being reconstruction smoothly act. However, they still faces shortcomings and bottlenecks, such as the system defects, different reform progress, new and old problems emerged, the main stakeholders＇ unequal rights and responsibilities. Therefore, the reform of state-owned forest in Jiangxi needs to do more in the top of the reform design, approved establishment, consolidation and restructuring of forest farm, infrastructure construction, operation mechanism, improve the employment mechanism, improve the social security, human resources development and scientific forest management.
