摘要:城市生态空间建设为城市生态安全和居民品质生活提供了重要保障,但在发展中也面临着总量不足、稳定性低、破碎度高、整体性差等诸多挑战。文章在分析城市生态空间的地域范围、组成成分、用地规模现状基础上,提出从市域和分区尺度,通过总控与分控相结合进行城市生态空间用地规划,做好生态空间中刚性部分的严格保护恢复,也适当保持弹性部分的兼容性拓展;基于保持城市生态空间的功能整体性和服务多样性,提出“生态源块+生态干廊+生态支网”的空间布局和“生态安全+生态福祉+生态产业”的结构布局。在此基础上,从保障基本保有量、系统整体性、福祉公平性、林木主体性、生态稳定性、生物多样性、弹性调节性、类型多样性和部门协同性等9个方面提出城市生态空间规划建设对策建议。
Urban ecological space provides an important guarantee for urban ecological security and residents’quality of life.However,it also faces many challenges in its development,such as insufficient total number,low stability,high fragmentation,and poor integrity.Based on the analysis of the current spatial scope,component and scale of urban ecological space,it is proposed to carry out land use planning for urban ecological space by combining general control and sub control on the regional and regional scales,strictly protect and restore the rigid part of the ecological space,and appropriately keep compatible expansion of the elastic part.Taking the functional integrity and service diversity of urban ecological space in consideration,the author proposes the spatial distribution pattern of“ecological source patches+ecological trunk corridors+ecological branch networks”and the structure composition of“ecological security system+ecological well-being system+ecological industry system”.Accordingly,countermeasures and suggestions for urban ecological space planning and construction are put forward from nine aspects,i.e.,basic stock,system integrity,well-being equality,forest domination,ecological stability,biodiversity,elastic adjustability,type diversity and synergy between departments.
