摘要：林业经济增长除了受到资本、劳动、土地等有形生产要素投入的影响之外,林业科学技术这种无形投入的影响也很重要。为了准确测算各要素对中国林业经济增长的贡献率,首先采用永续盘存法测算资本存量,然后利用索洛余值法测算了资本、劳动和科技进步对林业经济增长的贡献率,测算结果表明:(1)2000-2015年,贡献率最大的是资本,其次为科技进步,贡献率最小的是劳动,且劳动力贡献率波动比较大,在以后林业工作中要加强对林业工作人员的安置与管理;(2)林业科技进步贡献率低于50%,在“十五”“十一五”“十二五”期间呈现了先上升后下降的趋势,在未来林业发展中要注重在平稳中加强科学技术的发展。基于上述测算分析结果,提出了促进林业经济可持续发展的对策措施。
Forestry economic growth is not only influenced by the input of capital,labor and land,the impact of intangible inputs on forestry science and technology progress is also important.In order to accurately measure the contribution rate of scientific and technological progress to China's forestry economic growth,this paper first measured the capital stock using the perpetual inventory method,and then used Solow Residual Value Method to measure the contribution rate of capital,labor,and scientific and technological progress to the national forestry economic growth,it showed that:(1)From 2000 to 2015,capital is the largest,followed by the contribution rate of scientific and technological progress,and the labor contribution rate is the lowest,moreover,the labor contribution rate fluctuates greatly,so the placement and management of forestry workers should be strengthened in the future forestry work.(2)The contribution rate of forestry science and technology progress is below 50%,during the "tenth-five" "eleventh-five"and "twelfth-five'showed the trend of rising first and then falling,in the future forestry development should pay attention to strengthen the development of science and technology in stable.Based on the results of the above-mentioned calculation and analysis,some countermeasures to promote the sustainable development of the forestry economy were proposed.
