摘要:在总结和分析北京市生态公益林管理保护现状的基础上,针对用户、网络、业务的特点,提出了生态公益林管护GIS系统的建设方案。系统框架结构为C/S+B/S的混合结构,其中B/S系统主要面向市、区县林业部门,用于数据的接收、审核、汇总以及业务部门间的数据交换和共享;C/S系统面向乡镇级用户,用于护林员和林地管护数据采集和上报。整个系统实现了护林员、补偿资金、经费支出、定点监测、林地管护等信息的有效管理,为部门间信息共享和业务协作提供了统一快捷的计算机平台。
On the basis of summarizing and analyzing the current management and protection of Beijing noncommercial forest(NCF), this paper have designed the scheme of Beijing NCF GIS, which introduces a mixed mode of Client/Server(C/S)and Browser/Server(B/S), the system of B/S mode, for users of city or county or town, executes data receiving, data checking, data gathering, data statistic, and department data exchange and sharing, while the system of C/S mode, for users from town, executes data inputting, data transmitting, and communicating with the system of B/S mode. The NCF GIS can efficiently manage geographical and attribute data about forest protection persons, compensation money, funds, monitoring of forest events, and comprehensively estimate forest ecological benefits, and can offer a shortcut platform of information communication for forestry authorities working in collaboration.
