摘要：国有林场是维护国家生态安全、保护培育森林资源、供给优质生态产品的重要阵地。推动国有林场现代化建设,是实现人与自然和谐共生的中国式现代化,统筹高质量发展和高水平安全的应有之义。国有林场自2015年全面深化改革以来,取得了显著的历史性变革,但在现代化建设进程中仍面临森林管护质量不高、产业发展转型滞后、人才队伍结构失衡、治理理念相对落后、基础设施建设不足等现实困境。因此,文章一方面明确提出现代化国有林场的时代内涵是治理体系高效化、生态保护智能化、产业发展多元化、科技人才新质化、林场设施完善化的全方位、系统性、高质量的新时代林业综合治理单元;另一方面清晰界定现代化国有林场的价值定位是维护国家生态安全的重要屏障,承担储备优质森林资源的战略重任,承载弘扬生态文化的历史责任,担负不断固碳释氧的未来重任,肩负促进乡村振兴的人民期待。基于此,文章系统性、全局性地提出现代化国有林场建设的核心路径:一是生态系统保护与森林资源质量提升;二是特色产业培育与生态价值实现;三是技术装备升级与发展基础资源夯实;四是管理体制创新与治理体系完善。
State-owned forest farms serve as crucial strongholds for safeguarding national ecological security,protecting and cultivating forest resources,and supplying high-quality ecological products.Advancing the modernization of state-owned forest farms is an inherent requirement for achieving Chinese-style modernization characterized by harmonious coexistence between humanity and nature,and for balancing high-quality development with high-level security.Since the comprehensive deepening of reforms in 2015,state-owned forest farms have undergone significant historic transformations.However,their modernization journey still faces practical challenges such as suboptimal forest management quality,lagging industrial restructuring,an unbalanced talent structure,relatively outdated governance concepts and insufficient infrastructure development.Therefore,a contemporary definition for a modern state-owned forest farm is proposed:it is an all-encompassing,systematic,and high-quality forestry management unit for the new era,characterized by an efficient governance system,intelligent ecological protection,diversified industrial development,a talent pool aligned with new quality productivity,and well-established facilities.Furthermore,its value proposition is clearly defined:It acts as a vital barrier for national ecological security,bears the strategic task of reserving high-quality forest resources,carries the historical responsibility of promoting ecological culture,undertakes the future mission of continuous carbon sequestration and oxygen release,and shoulders public expectations for catalyzing rural revitalization.Based on this,core pathways for constructing modern state-owned forest farms are proposed systematically and holistically:(1)Ecosystem protection and forest resource quality enhancement.(2)Cultivation of distinctive industries and pathwaysfor realizing ecological value.(3)Technological equipment upgrading and consolidation of foundational development resources.(4)Management system innovation and governance framework refinement.
