摘要：近年来,黑龙江省伊春市对林业林权体制改革进行了重大探索,变林权国有制为职工承包制,实行职工自主经营和政府监管服务新机制,让职工拥有林地经营权、林木所有权和处置权。实践证明,实施国有林权制度改革是有效增强林业发展动力、转变林业增长方式、提高林业发展水平、实现林区又好又快发展的根本所在和必然选择,这为进一步深入推进国有林区林业林权体制改革找准了方向。
In recent years, Yichun City in China＇s Heilongjiang Province has been significantly exploring forest rights system reform, transforming the state forestry ownership into the workers＇ contrac system under a new mechanism of workers＇independent management and government regulatory service which offers the workers the right of management, ownership and disposition The 4-year practice has proved that system reform is essential for enhancing forestry development and transforming the growth mode, and an inevitable choice, too. It provides a guidance for deepening China＇s forestry and forest property right reform.
