摘要：从单一的生产者负责和消费者负责存在弊端的分析入手,从生产者和消费者共同拥有外部性产权及WTO国际贸易原则的角度,论证国际贸易中木质林产品隐含碳排放应该由进出口国共同承担,建议改进国际贸易碳计量方法学,构建监测报告体系,探索共担机制下的国际碳交易,在共担机制下优化木质林产品国际贸易政策,推进进出口国产业结构调整。
Based on the analysis of disadvantages to the principle of single responsibility, the author demonstrates that both importing and exporting countries have the responsibility of taking the burden of embodied carbon emissions in wood forest products in the international trade with the consideration of economic external property rights owned by both producer and Consumer and international trade princi- ple of the WTO. What is more, the author suggests that carbon measurement methodology of the inter- national trade should be improved and monitoring report system should be bulit, and does the research on international carbon trade under the mechanism of responsibility shared by both importing and ex- porting countries. Therefore, the author points out that the adjustment of industry structure in importing and exporting countries can be promoted by improving internatioanl trade policy on wood forest products under the mechanism.
