摘要：乡村林业是改善乡村生态环境、农民生产生活条件和发展乡村经济为主要目的,的林业经营活动。我国小流域治理的具体措施包括以水土保持为主的规划经营、林草措施、工程措施、农业技术措施和法规措施。乡村林业是林业措施不可或缺的操作方式,是流域治理措施的重要组成部分。它对山区的生产、就业、收入与消费、生态环境与社区管理等都有促进作用。在分析乡村林业与小流域治理一致性的基础上,提出了在新的经济形势下发展乡村林业促进小流域治理的6条建议,即通过统筹规划、林权改革、政策和财政补贴资助等措施发展乡村林业,培训农民的林业知识与技能以提高乡村林业发展水平等。
Community forestry is thought as the operations taking development of rural economy as the main purpose,and improving the rural ecological environment and living conditions of farmers and forestry. The specific measures for mini-watershed management in China are consisted of planning,forest and grass,engineering,agricultural technology and law rules with soil and water conservation. Community forestry is an indispensable way for forestry practices,and important part of the measure for watershed management,which promote production,employment,income and consumption,ecological environment and community management of the mountain. Based on the consistency analysis of community forestry and mini-watershed management,6 items of suggestion are raised to develop community forestry for mini-watershed management,which include overall planning,reformation of forest ownership,and fiscal subsidies and subsidies to develop community forestry under new situation of economy,as well as training farmers in forestry knowledge and skills in order to enhance the development level of the forestry,etc.
