摘要：生态补偿既是一个经济问题,又是一个政策问题,但其本质是一个经济问题,政策对经济问题的解决起到了先导作用,马克思主义政治经济学利润平均化理论是生态补偿的经济学理论基础。生态补偿是中国改革开放以来,尤其是20世纪90年代以来在中国社会经济和自然保护事业方面取得的一个理论和实践的重大突破,是马克思主义政治经济学利润平均化理论在自然保护领域和林业生态建设的应用和发展,对新时代中国特色社会主义经济发展和生态文明建设将起到重大作用。生态补偿是新时代中国特色社会主义自然保护理论和林业生态建设的组成部分,是在社会主义制度下调节生态保护利益相关者之间利益关系的公共制度,是对生产生态产品的生态机器建造、维护费用和损益的一种经济补助,具有区域性和长期性的特点。
Ecological compensation is not only an economic problem,but also a policy problem,its essence is an economic problem,policies play a leading role in solving economic problems. The theory of average rate of profit of Marx’s political economy is the basis of the economic theory of the ecological compensation. Ecological compensation is a major breakthrough in theory and practice and the application and development of Marxist theory of profit equalization in the field of natural protection and the forestry and ecological construction since China’s reform and opening up,especially since 1990 s in China’s social economy and natural protection. It will play a key role in the economic development of socialism with Chinese characteristics and the construction of ecological civilization in the new era. Ecological compensation is a part of the theory of natural protection and the forestry and ecological construction of socialism with Chinese characteristics in the new era. It is a public system that regulates the interest relations among the stakeholders of the ecological protection under the socialist system. It is an economic subsidy for the construction,maintenance and profit and loss of ecological machines for the production of ecological goods and it has the characteristics of regional and long-term.
