摘要：国际森林安排独立评估报告对当前国际森林安排的几大核心要素就关键成就、相关性和有效性、影响与可持续性等方面进行了系统的评估,并基于当前国际森林安排的优势与机遇对未来提出了加强现有安排、增设新机构、双轨制、区域公约等方案建议。与国际森林安排独立评估报告的建议和预期相比,2015年后国际森林安排取得了一定的进展,但并未实现大的实质性的突破,特别是在法律约束力和资金机制方面发达国家和发展中国家两大阵营的分歧较大。国际森林安排正逐渐朝着良好森林治理、更具包容性的方向转变,但未来仍需要国际社会较长时期的共同努力。在当前情况下,作为国际森林政策的重要推动力量,我国仍需要积极推动和参与全球森林治理体系建设,顺应国际森林治理最新趋势,不断完善我国林业管理体系,同时借鉴与分享国际经验,推进我国乃至全球森林可持续经营。
The Independent Assessment of the International Arrangement on Forests（IAF） made a systematic review on the key achievements, relevance and effectiveness, impact and sustainability of the core elements of the current IAF, and proposed four options for a future IAF including enhanced post-2015 IAF, strengthened institutional approach, complementary political pathway towards SFM and regional level agreements. Comparing to the Independent Assessment, the UNFF11 has made good progress on the future IAF, but there is no substantive breakthrough especially in terms of the legal binding and financial mechanism for which there has been big divergence between developed and developing countries. The IAF is transforming towards good forest governance and more inclusive, but long-term efforts by the international community are needed in future. Currently China as a major promoter of international forest policy would need to continue facilitating the global forest governance while improving the Chinese forestry management system, and refer to and share international experiences so as to promote the sustainable forest management in China and the rest of the world.
