摘要：探讨了创建深化集体林权制度改革示范区的必要性和有利条件。对创建深化集体林权制度改革示范区面临的政策、资金、土地、技术和人才等约束因素进行了剖析。围绕深化林权改革以及做好示范区两大目标,提出了保障示范区平稳良好运行的体制机制。
This paper discusses the necessity and favorable conditions for establishing demonstration areas of deepening collective forest tenure reform, and analyses its political, capital, land, technological, and talent constraints. Finally, efficient institution and mechanism to safeguard the smoothly functioning of the established demonstration areas are proposed in light of its two vital goals, namely, to deepen collective forest tenure reform and to bring about no- ticeable demonstration effect.
