摘要：在系统分析＂十五＂以来林业总投资和中央林业投资规模、结构和效果的基础上,深入研究中央林业投资运行和管理过程中出现的主要问题。为有效配置财政资源,提高资金使用绩效,提出政策建议：加大林区基础设施建设投资,支持林业防灾减灾;完善林业公共财政政策体系,扩大政策覆盖面;加大资金整合力度,提高资金使用效率;破解林业融资难题,增加林业信贷资金投入;优化林业产业发展环境,吸引社会资本流入林业;加大改善民生投入,支持深化林业改革;深化林业部门预算体制改革,完善资金管理制度。
On the basis of systematic analysis on investment scale, structure, and performance of total investment and central fiscal forestry investment since 2001, major issues in central fiscal forestry investment were explored, and the policy recommendations were brought out, which were including increasing the investment of forest in- frastructure, supporting forestry disaster prevention and mitigation, perfecting forestry public fiscal policy sys- tems, expanding policy coverage, integrating financial funds, improving the efficiency of funds, increasing forest- ry credits and attracting social capital, more needs to be done to improve people＇s well-being, and optimizing capital control systems.
