摘要：介绍了英国的国家结构与财政体制,分析归纳了英国的林业管理体制、事权划分状况与支出责任事项,总结提出了重点明确政府部门林业职能定位、合理划分政府部门林业权责范围、更加强化政府部门林业事权独立3点主要经验和启示。
Introduction was made on structures and financial system of The United Kingdom of Great Britain and Northern Ireland. Focus was at forestry management system, power division and expenditure responsibilities of the central government and local governments. Success of forestry in the UK owes to definite of the function of forestry institutions with rational power and independent of forestry power.
