摘要:基于吉林省现有森林生态系统国家定位观测研究站和其他林业监测点,采用野外观测技术和分布式测算方法,参照LY/T1721—2008森林生态系统服务功能评估规范,对吉林省天然林保护工程(以下简称"天保工程")典型林分2000~2015年生态效益选取4项功能9个指标从物质量和价值量方面评估,结果表明:(1)天保工程实施期间,调节水量增加31.93亿t,固碳和释氧物质量增加230.27万t和531.77万t,提供负氧离子物质量增加159.21×1023个,吸收二氧化硫、氟化物、氮氧化物增加量7 504.19×1023万kg、678.46×1023万kg、1 939.59×1023万kg,吸滞TSP增加284.61亿kg,吸收PM10物质量增加354.53亿kg,PM2.5增加84.6亿kg。(2)天保工程生态效益总价值增加量771.65亿元,价值增量次序是:生物多样性保育(275.87亿元)>涵养水源(255.87亿元)>净化大气环境(125.65亿元)>固碳释氧(114.30亿元)。(3)吉林省天保工程不同林分,物质增量和价值增量均是阔叶混交林(572.6亿元)>针阔混交林(155.96亿元)>针叶混交林(25.54亿元)。天保工程实施后,吉林省天然林各项生态系统服务物质量和价值量均呈现增加趋势,净化大气环境增加88.57%的价值量,涵养水源次之,对该区天然林生态效益影响最大。吉林省天然林保护工程典型林分生态效益为吉林省生态GDP核算提供依据,天保工程实施带来的生态系统服务功能变化,旨在增加吉林省优质资源总量并且为后续天保工程实施提供精确的科学依据。
Background: Because of population expansion and deforestation in decades,the area of forest resources and quality of China have fallen sharply,leading to serious damage to the ecological environment. On October 24,2000,the State Council formally approved the implementation plan of the natural forest protection project of northeast China and Inner Mongolia key state-owned forest region. The Natural Forest Protection Project( NFPP) in Jilin province was implemented. Methods: Based on the existing forest observation system of forest ecosystem and other forestry monitoring points in Jilin Province,using field observation technology and distributed measurement method,referring to LY/T1721-2008 forest ecosystem service function evaluation standard,in Jilin Province,NFPP typical forest stand ecological benefits from 2000 to 2015 selected 4 functions and 9 indicators from the quality and value of the assessment. Results: The results show:(1)During the implementation of the NFPP,Jilin Province,the growth of forest ecosystem services were: water conservation,3. 193 billion tons; carbon fixation and oxygen release,230. 27 × 10^4 t and 531. 77 × 10^4 t; 159. 21× 10^23 negative oxygen ions; absorption of sulfur dioxide,fluoride,nitrogen oxides,7504. 19 × 10^23,678. 46 × 10^23,1939. 59 ×10^23,pollutant absorption,284. 61 × 108 kg; PM10 adsorption,354. 53 × 10^8 kg; Pm^2. 5 adsorption,84. 6 × 108 kg.(2)The increase in the total value of ecological benefits of NFPP is 77. 165 billion yuan,and the increment of value is from: biodiversity conservation;conservation of water; purification of atmospheric environment; carbon fixation.(3)According to the order of size,the increase of the value of different stands was broad-leaved mixed forest,coniferous and broad-leaved mixed forest,and coniferous and broad-leaved mixed forest. Conclusions: After the implementation of NFPP,the quality and value of ecosystem services in Jilin Province showed an increasing trend. Purification of the atmospheric environment increased by the value of 88. 57%,followed by water conservation,they had the greatest impact on the ecological benefits of natural forests in the area. The implementation of NFPP to increase the total quality of resources in Jilin Province,the project ecological services for the follow-up implementation of NFPP provide accurate scientific basis.
