摘要：立足山水林田湖草系统治理和临沧市可持续发展创新示范区基本特点,构建了SDGs框架下临沧创新示范区山水林田湖草系统治理评估指标体系,包含4个系统层、15个指标。利用组合赋权法和2016-2020年的监测数据,对临沧创新示范区山水林田湖草系统治理进行评估。结果表明,临沧创新示范区生态本底良好,辅助支持山水林田湖草系统治理程度和成效平均为“中”,并逐步趋于“优”和“良”;“生态环境改善”和“体制机制融合创新”对山水林田湖草系统治理贡献突出。进一步提出继续持之以恒做好生态保护、拓展治理资金来源、挖掘少数民族特色潜力、加强体制机制保障等建议,为临沧创新示范区山水林田湖草系统治理提供指导。
Based on the principle of O-C-W-I-S-D-R,an evaluation index system for the integrated governance of mountains,rivers,forests,fields,lakes,and grasslands in the National Innovation Demonstration Zone for sustainable development in the city of Lincang,Yunnan province was constructed under the SDGs framework,which includes four system levels and fifteen indicators.Using combination weighting method and monitoring data from 2016 to 2020,the integrated governance of mountains,rivers,forests,farmland,lakes and grass in the Lincang Innovation Demonstration Zone was empirically evaluated.The results showed that the ecological foundation of the Lincang Innovation Demonstration Zone was good,and the supporting effect on the integrated governance of mountains,rivers,forests,farmland,lakes and grass was evenly medium and gradually tending towards good and ercellent;improvement in ecological environment governance and innovative integration of systems and mechanisms made outstanding contributions to the integrated governance of mountains,rivers,forests,farmland,lakes and grass.Further suggestions were proposed,including persistent ecological protection,expanding sources of governance funds,tapping the unique potential of ethnic minorities,and strengthening institutional and mechanism guarantees,to provide guidance for the integrated governance of mountains,rivers,forests,farmland,lakes and grass in the Lincang innovation demonstration zone.
