摘要：森林是国家重大战略资源,对水土养护和生态平衡等具有重要作用。由于自然和历史等原因,我国森林病虫害发生面积居高不下,松材线虫、美国白蛾等外来森林病虫害呈扩散态势,本土森林病虫害亦局部危害严重。森林病虫害的高效防控和管理对维护森林健康、保障林业生态安全等意义重大。概述了2012年党的十八大以来我国新时期的森林病虫害发生和危害现状,总结了我国森林病虫害管理策略的变迁历程,并对比分析了其它主要林业发达国家现行的病虫害防控策略。指出我国森林病虫害尤其是外来森林病虫害防控中存在的主要问题,包括外来入侵有害生物形势严峻、根除和经典生物防治等策略实施困难、植物检疫难以发挥正常效能、现有防控策略有待完善等。建议及时公布和更新入侵种名单及发生动态,进一步完善有益生物引进时的检疫管理策略以及优化森林病虫害防控策略。期望对指导我国森林病虫害管控工作、提升森林健康水平等发挥积极作用。
Forests are important national resources that play a vital role in soil and water conservation as well as ecological balance.Due to natural and historical reasons,the occurrence area of forest pests is stubbornly high in China.Invasive species such as Bursaphelechus xylophilus and Hyphantria cunea are spreading constantly,and native pests are causing severe damages in some areas.Effective prevention and control of forest pests are essential for maintaining forest health and protecting ecological integrity.In this article,the current status and impacts of forest pests since the 18th National Congress of the Communist Party of China(CPC)were summarized,the development of management strategies for forest pests were analyzed,and the current prevention and control strategies used in major developed countries in forestry were compared.Challenges to manage forest pests in China,especially for invasive forest insect pests and diseases,such as severe situation of invasive species,difficulties in implementing eradication and classical biological control strategies,and challenges with phytosanitary measures as well as prevention and control strategies were highlighted.It is recommended that the lists of invasive species and their occurrence trends need to be updated and published timely,for improving quarantine strategies for the introduction of beneficial organisms,and optimizing strategies for preventing and controlling invasive species.We hope these findings could help the management of forest pests and enhancing forest health in China.
