摘要：建立健全生态产品价值实现机制,对培育和发展生态产业至关重要。通过回顾生态产品价值实现的实践探索工作,立足于现实情境和客观事实,进一步揭示了生态产品价值实现机制存在政策供给不充分和不配套、市场化机制不完善、基础性制度不健全、生态金融制度不成熟等主要症结。在此基础上,提出了生态产品价值实现机制的推进路径,包括加强生态产品价值实现制度顶层设计、完善生态产品价值核算和评价机制、健全生态产品补偿制度体系、建立生态产品认证和交易体系、创新生态产品价值实现金融支持体系、推动数字技术赋能生态产品价值实现等,以期为加快推动“两山”转化和实现中国式现代化提供有益参考。
Establishing a sound ecological product value realization mechanism is crucial to the cultivation and development of ecological industries.By reviewing the practical exploration work,based on the actual situation and objective facts,it could be found that there were main issues such as inadequate and mismatched policy supply,imperfect market-oriented mechanism,unsound basic system,and immature eco-financial system in the ecological product value realization mechanism.On this basis,the advancing path of the ecological product value realization mechanism was proposed,including strengthening top-level design,enhancing accounting and evaluation,improving ecological compensation,establishing certification and trading,innovating financial support,and promoting digital technology empowerment,to provide a useful reference for accelerating the transformation of"Two Mountains"and realizing the Chinese Path to Modernization.
