摘要：针对国际贸易中隐含的跨境碳转移,深入分析了基于生产者、消费者和经济受益者责任三种单一责任主体的归责原则,明确了由单一责任主体承担碳排放环境责任的利弊及其影响。指出责任分担有利于实现不同利益主体之间的利益平衡,促进国际气候制度公平,提高参与度,增加减排成效和经济效率。回顾了欧洲碳排放交易市场制度(ETS)和边境碳调节(BTAs)两种单边性质的责任分担机制的原理及其不合理性。基于三类单一责任主体的归责原则,讨论了未来可能采用的多边性质的责任分担、适用的分担标准以及其他需要考虑的问题。最后,在中国国际气候谈判和经济结构转型方面提出政策建议。
Performed an in- depth analysis of the three metrics that placed full environmental responsibility of Cross-border carbon transfer embodied in the international trade on one actor, namely, production-based, consumption-based and income-based responsibility, clarified their specific merits and demerits and its implications,further suggested the need for burden-sharing to ensure balance of interests among different stakeholders, promote the fairness of international climate arrangement, enhance mass participation, and improve the effectiveness and efficiency of emission reduction measures. In addition, the paper reviewed the rationale and irrationality of EU emission trading system（ETS） and Border Trade Adjustment（BTAs）, as the two current unilateral burden- sharing mechanisms, and on the basis of three type of full responsibility on one actor, discussed the multilateral burden-sharing, as appropriate in future, applicable indicators and other issues to consider. Last, two policy suggestions were proposed in regard to international climate negotiations and China＇s economic structure transformation.
