摘要：土地退化治理政策机制的不健全是造成土地退化与污染趋势日益增加的重要原因之一。目前,生态系统管理理念已被发达国家广泛接受并运用。文章梳理了土地退化治理政策制度的发展脉络,系统阐述了生态系统管理的理论内涵,提出基于生态系统管理的土地退化治理目标原则与路径步骤。并基于此,进行现有土地退化治理政策的问题识别,提出基于生态系统管理的土地退化治理政策机制建议,促进土地退化治理过程的合理规划、开发与管理。
The imperfect policy mechanism of land degradation and management is one of the important reasons for the increasing trend of land degradation and pollution.At present,the concept of ecosystem management has been widely accepted and applied by developed countries.This paper sorts out the development of land degradation management policy system,and systematically expounds the theoretical connotation of ecosystem management,and puts forward the goal and path steps of land degradation management based on ecosystem management.Based on this,we identify the existing problems of land degradation control policy,and put forward proposals for land degradation control policy and mechanism based on ecosystem management,so as to promote the rational planning and management of land degradation control process.
