摘要：由于国际市场的推动和政府的高度重视，森林认证在我国取得了快速发展，但也存在很多问题与挑战，影响到森林认证的发展和效益。文章在通过利益方访谈、实地调研的基础上对这些问题进行了分析，包括认证动力不足、能力限制、认证的可信度、认证体系的多元化和认证标准的应用、与现有国家法律法规和管理体系的协调等。提出了中国发展森林认证的政策建议。
As the demands of international markets and the promotion of government, forest certification has made rapid development in China. Based on the stakeholders interview and field investigation, the key issues and challeng- es are identified and analyzed in the paper, including the insufficient incentives, poor capacity, low credibility and multi certification scheme and standards＇ application, the conflicts with the national administration system and regula- tions etc., which affect the development and effectiveness of forest certification in China. And the policy suggestions for promoting the development of forest certification in China also proposed.
