摘要:应对导致生态环境变化的一系列错综复杂的影响因素要求生态系统的管理在局地、区域和全球层次的政策、制度和投资必须正确有效。以2011年吉林省森林资源二类调查数据,国家林业局森林生态系统定位研究站长期、连续、定位观测研究数据集,以及吉林省2011年森林资源二类调查数据和我国权威机构公布的社会公共数据为基础,按照行业标准《森林生态系统服务功能评估规范》(LY/T 1721—2008),对吉林省10个地级市行政区划的23个主要植被类型的生态系统服务功能展开研究,结果显示:2011年吉林省森林生态系统服务功能的总价值为5 934.49亿元;东部城市延边州、吉林市、白山市、通化市的森林生态服务功能对全省的服务功能贡献最大;生态区位商(ELQ)的计算确定了各市(州)森林生态系统的主导服务功能和潜在服务功能;通径分析表明森林面积对服务功能价值有着直接较高影响;活立木蓄积、森林覆盖率和林业投资对森林生态效益均呈现出直接和间接正效应。降雨量、林业产值、第一产业总值、财政支出、森林GDP弹性系数对森林生态效益均呈现直接负效应,但是第一产业总值和森林GDP弹性系数经过森林面积、森林覆盖率等因子的作用后,对森林生态效益呈现出间接正效应。剩余通径系数为0.297,表明除已知变量因子之外,还有一些未知因子影响生态效益。
Ecosystem management of policy, institutional and investment must be correct and effective in local, regional and global level, which is useful in response to a series of complex influence factors resulted in ecological environment chan- ges. Based on three part data, Forest Resource Inventory Data of Jilin Province, the field measurement database of long- term, continuous and locating observation, and social public data, according to standard of "Specifications for Assessment of Forest Ecosystem Services in China (LY/T 1721-2008)", 23 forest ecosystems types were obtained in 10 cities. The value of forest ecosystem service in Jilin Province is about 5.93 trillion RMB, and the biggest contribution focus on eastern cities of Yanbian, Jilin, Baishan and Tonghua. The ecological location quotient (ELQ) was calculated to ascertain the dominant and potential ecosystem services. Path analysis model was used to judge the direct factors, indirect factors and potential factors including influence degree. The forest area, forest stock quantitative, forest coverage rate and forestry in- vestment are direct and indirect positive effects on ecological benefits. The precipitation, forestry output value, the first in- dustry value, fiscal expenditure, forest GDP elasticity coefficient are direct negative effects on ecological benefits, but the first industry value and forest GDP elasticity coefficient are the indirect positive effects on ecological benefits by forest area and forest coverage rate. The surplus path coefficient is 0. 297, therefore, there are some uncertain factors except the known variables.
