摘要：林长制自2017年开创以来积累了2年的实践经验,迅速成为加强林业和草原资源保护的重要抓手,受到社会各界人士的广泛关注。文章在整体性治理理论基础上构建林长制的理论分析框架;然后,以安徽省为例,从组织体系建设、整体性治理能力和林业资源保护3个方面总结林长制改革取得的主要成效,从思想认识、权责边界划定、考评机制和公众参与4个方面分析林长制改革存在的问题及成因,进而提出了加快推行林长制的对策建议。
Since the local government introduced the forestry chief system in 2017,it has experienced two years of practice.The forestry chief system has quickly become an effective measure to protect forestry resource in China, and it has caused the extensive concern.Based on the holistic governance theory,firstly,this paper constructed a theoretical analysis framework about the forestry chief system.Afterwards,taking Anhui Province as an example,this paper outlined the main results of the reform of the forestry chief system from the three aspects including organizational system construction,holistic governance capability and forestry resource protection;then analyzed the outstanding problems of the reform of the forestry chief system from four aspects including the ideological understanding,the delimitation of powers and responsibilities,the evaluation mechanism and the public participation;finally proposed some countermeasures to accelerate the implementation of the forestry chief system.
