摘要：文中系统阐述了德国森林经营方案编制的基本情况及主要特点,分析了我国森林经营方案编制中存在的不足。借鉴德国森林经营方案编制的经验,结合我国实际,提出改进我国森林经营方案的几点建议:1)明确法律地位,确保森林经营方案的实施;2)提高森林经营方案编制质量,推进森林可持续经营;3)尊重经营者意愿,实现森林经营互利共赢;4)建立培训与考核长效机制,提高编案和施业人员业务水平。
This paper introduces the background information and main characteristics of forest management planning in Germany,and analyzes the problems found in China’s forest management plan development.With the German experiences of developing forest management plan and based on the reality in China,this paper put forward some suggestions to improve China’s forest management plan: 1) to ensure the implementation of forest management plan via legislation; 2) to improve the quality of forest management plan for promoting sustainable forest management; 3) to respect the willingness of forest operators so as to achieve mutual benefits; and 4) to establish a long-term mechanism for training and assessment for improving the capacity of the plan drafters and implementers.
