摘要：毁林和森林退化是造成全球范围内气候变暖和生物多样性丧失的主要驱动因素之一。森林作为地球之肺,对气候变化具有重要的调节功能,是极其重要的生态资源。近年来,国际社会对于森林的保护力度不断加强,由大宗农林商品贸易引发的毁林问题已逐渐成为环保领域的新热点。文中对英国、美国、欧盟出台的相关法案进行对比,总结当前国际社会打击大宗农林商品毁林的立法进展、采取的主要措施以及预期的执法目标等,并针对下一步我国更好地参与全球大宗商品零毁林供应链建设以及应对发达国家的立法挑战提出政策建议。
Deforestation and forest degradation are among the main drivers of global warming and biodiversity loss.As the lung of the earth,forests are the extremely important ecological resources and have important regulatory functions for climate change.In recent years,the international community has continuously strengthened its efforts in forest protection and conservation,and has gradually focused on deforestation driven by the trade in agriculture and forest commodities.This paper compares the legislation that was or will be issued by the United Kingdom,the United States of America and the European Union,summarizes the legislative progress,main measures taken and expected law enforcement goals of the pending deforestation-related legislation,and puts forward policy suggestions for China to better participate in establishing the global zero-deforestation commodity supply chain and addressing the challenges that may be brought in by the deforestation-related legislation.
