摘要：介绍了湖南省浏阳市基层森林管理10种模式和林地使用权、森林和林木所有权流转,分析了浏阳市林权流转中存在：流转政策方向不明;群众对流转认识不足;主管部门定位不清;制度不完善等多方面的问题和面临的挑战。提出了浏阳市加快林业改革,坚持实施“改革兴林、科学育林、依法护林、产业强林”四大战略等方面的建议。
This paper explained the situation of 10 patterns of forest managements, and turnover of land use rights and ownerships of collective forests. Challenges and problems faced have been analyzed, such as circulation policy direction unknown, unclear direction of forestry transfer policy, unclear definition of authorities, imperfect system. Recommendation for enhancing forest reform and 4 key strategic measures including ＂Prospecting forests through reform, managing forests through scientific and technologic achievement, protecting forests through law enforcement, and enriching forests through industrialization＂.
