摘要：中国水土流失面积占国土面积的 3 8.2 % ,水土流失严重破坏了生态环境。水土保持具有控制土壤侵蚀、改良土壤、调节气候、减少灾害、保存物种和改善环境条件等多种效益 ,在防治水土流失 ,保护、改良和合理利用水土资源 ,改变山区、丘陵区、风沙区面貌 ,治理江河 ,减少水、旱、风沙灾害 ,从而建立良好生态环境 ,促进社会经济发展等方面具有非常重要的作用。水土保持生态环境建设的基本思路体现在指导思想、工作重点。
The area of soil and water loss is accounted to 38.2% of the national land area.Soil and water conservation could produce great benefits in erosion control, soil melioration, climate adjustment, disaster decrease, species preservation, and improvement of ecological conditions. It is thought that the soil and water conservation could control soil and water loss, protect, improve and use soil and water resource rationally, remodel mountain, hill and desert areas, control rivers, reduce disasters from flood, drought and blown sand, from which the better ecological environment could be built and the social and economical development can be promoted.The basic thinking for ecoenvironment construction by soil and water conservation is incarnated in guiding ideology, work stress, specific measures and fund input, etc.
