摘要：目前,日本仍在根据WTO《农业协定》执行大米的进口政策。本文对日本大米进口的实际运作流程进行了梳理,并与日本政府在WTO《农业协定》中有关大米贸易的具体承诺进行了一致性对比分析。研究结果表明,日本虽然总体上基本履行了在WTO《农业协定》中的承诺,但在具体的配额、关税以及技术性贸易壁垒方面还存在一些明显的违反WTO《农业协定》的问题。针对这些问题,本文为中国政府和大米生产者提出了相应的政策建议。
Nowadays,Japan is still carrying out rice import policy according to the WTO agricultural agreement.In this paper,through the analysis of the coherence that the promises Japanese government has made in WTO agricultural agreement and its actual enforcement,we get the conclusion that Japanese government has carried out its promises on the whole,but there are still many problems on quota,tariff and technical trade barrier.Therefore,based on these problems,this paper will give several corresponding solutions,which is aiming to enlarge the Chinese rice export to Japan.
