摘要:依据《退耕还林工程生态效益监测评估技术标准与管理规范》(办退字[2013]16号)和《森林生态系统服务功能评估规范》(LY/T 1721-2008),采用分布式测算方法,对河北、辽宁、湖北、湖南、云南和甘肃6个重点监测省份的退耕还林工程生态效益进行了评估。结果表明,退耕还林工程重点监测省份生态效益总价值量为4502.39亿元/年;不同省份退耕还林工程生态效益的侧重点不同;退耕还林工程生态效益价值量中,涵养水源、生物多样性保护和固碳释氧等功能发挥着主要作用。
On the basis of 〈Technical standard and management specifications of observation and evaluation of ecological effects of the project of conversion of cropland to forest〉 and 〈Specifications for assessment of forest ecosystem services in China〉, the ecological effects of the project of conversion of cropland to forest of Hebei, Liaoning, Hubei, Hunan, Yunnan and Gansu province was assessed using the distributed measurement method. The results show that: The total ecological effects value of the project of conversion of cropland to forest of key observa tion provinces is RMB 4502.39 billion annually; The main functions of the ecological effects is different in different provinces; The functions of water conservation, biodiversity protection and carbon fixation, oxygen released Play a major role in value valuation of ecological effects of the project of conversion of cropland to forest.
