摘要：“三北”工程是中国乃至世界上最大的生态工程,在森林和草原植被建设、防沙治沙方面取得了突出成效。科技创新在其中扮演了重要角色,但总体科研投入仍不高,科技成果未能充分支撑工程建设。新时期的“三北”工程,从过去单一的植被建设,转变为“山水林田湖草沙”全要素、全系统治理,更要求充分发挥科技的支撑和引擎作用。文中在回顾“三北”工程建设经验的基础上,剖析当前迫切需要解决的关键基础科学问题、科技攻关重点方向、集成示范新型路径和科技创新预期目标,并提出建设新型科技研发和战略研究平台、打造科技创新示范区、建立“三北”生态用水和生态用地监测监管“一张网”、保障资金投入、重视科普和加强国际交流合作等政策建议。
The Three-North Shelterbelt Forest Program in China has achieved outstandingly in rehabilitating forest and grassland vegetation and in combating desertification.Scientific and technological innovations have played an important role in it,but remain insufficient to support the Three-North Shelterbelt Forest Program due to the relatively low inputs in scientific research.The Three-North Shelterbelt Forest Program in the new era has shifted its goal from the simple vegetation establishment to a holistic and full-factor governance of mountains,rivers,forests,farmlands,lakes,grasslands and deserts,which requires full supports from science and technology.Based on the review of the experience in combating desertification through implementing the Three-North Shelterbelt Forest Program,this paper analyzes the key science questions that urgently need solving,the essential direction of technological innovations,the new pathway to integrated demonstration and the expected goals to reach for scientific and technological innovations.It also comes up with the policy recommendations,i.e.,setting up new platform for sci-tech research and strategic research,building a demonstration zone for science and technology innovation,constructing a network of monitoring and supervision for ecological water and ecological land in the Three-North Shelterbelt Forest Program area,ensuring financial investment,strengthening science popularization and promoting international cooperation.
