摘要：中国自然保护区建设发展迅速,但国家公园建设仍在探索中。以西班牙国家公园管理机制为研究对象,概述了西班牙国家公园发展历程及其入选标准的变迁,介绍了西班牙国家公园的发展现状及其类型。从法律体系、管理机构、管理机制3个方面分析了西班牙国家公园的管理体系,指出西班牙为国家公园建立了三级法律体系,总结了西班牙国家公园的确认制度、管理规划制度、财政投入制度、保护制度和公众参与制度。最后,针对中国自然保护区建设的现状,从法律体系的建设、管理体制、规划体系、严格保护和公众参与5个方面讨论了西班牙国家公园管理机制对中国的启示。
In China,nature reserves have grown greatly in number,but the building of national parks is still in the process of exploration. In this sense,the experiences and lessons that foreign countries have got in building their national parks are worth learning. This paper studies the national parks in Spain,overviewing their history,selection standard,current situation of their development and classifications.The management system of Spain＇s national parks is also analyzed in terms of legislative system,managerial institutions,and management mechanism. Three hierarchies of legislative system for national parks in Spain are identified,and the approval system,management planning system,financial input system,protection system and public participation system of Spain＇s national parks management are also summarized. Finally,the inspirations of Spain＇s national park management system for the building of national park system in China is discussed based on the present condition of China＇s nature reserves from five aspects： the building of legislative system, management mechanism, planning system, strict protection and public participation.
